When to report?

A number of times when reading the forums a member such as myself comes upon a post that is a)In the wrong forum b) Missing stuff i.e. replays, version tags c) Incomprehensible etc
My question is do moderators want the members to report the above posts? A quick read of the guidlines on reporting bad post says

Note: This is ONLY to be used to report spam, advertising messages, and problematic (harassment, fighting, or rude) posts.

That leads me to believe that moderators would not like the members to start repoting these threads and doing so would be akin to backseat moderating however I think it was Grabnutz or Weavern(could be mistaken dont bite) who commented in a thread

if members would report these threads it would make our life much easier

in reference to a thread posted in the wrong place.
So what would you like us to do?
A glorius example is this thread which I have wrapped in spoiler tags so as not to name names as the user is obviously new to the forums

I think that text is hardcoded into the report feature. Please report things like threads being in the wrong place, unhelpful titles etc. The report system is just a notifier: "Hey, you guys might want to fix this." If someone gets a bit trigger-happy with it we'll let them know.
