Just read Otto Carius book regarding the war experience (in one encounter two TigerI against two IS-2 were firing at each other from 30-40 meters with no real effect!) Armour penetration are theoretical values ad were differently measured. Just for the record 45mm version 1942 could penetrate 65mm from 400 meters and 44mm from 800 meters. And yes this was the whole point of using the light AT guns - let them close 45mm and especially 57mm are to belived to have caused the most pain to Germans in 1943. Like with IS-2 more then 70% were lost to Panzerschreks and only about 10% to enemy tanks...
Check this: http://www.fprado.com/armorsite/tiger1.htm fro mjust penetration values it would seem that the Tiger I had no chances at all against IS-2 which was not the case although the biggest kill for Tiger I was by Otto Carius who have taken 6 or 7 on them. While the best IS-2 had claimed 8 Tigers I, (but to this there is no confirmation).
