The Blue Space Marines are like, the best Space Marines ever! They're Blue and they're Space Marines! They like to follow rules just like Cub Scouts so they don't have any super powers or special units but they do have a guy with two big fists and a lot of bling. That makes them the best!
Do you mean make up your own armylist/codex, for non GW models?

I saw in one tourney some french fellow with 100% proxy army of spess merhens made out of switchboxes and whatnot. It was damn good looking army there, though he would get the boot from any GW store with those.

Proxy: Barbie doll with loin-cloth and a liquorice line whip.

This is highly dubious. I'll let it run for the time being, but I'll be keeping a very careful eye on it. If it slides, well, you know the drill...
I've actually been considering building a full proxy army using "other" models for some time. The list is pretty decent I think...
Imperial Guard infantry - using Mutant Chronicles board game infantry models (there's a supplier in Ireland producing these in bulk, though you get two different types of model in their big packages; either one would represent stormtroopers and the other normal infantry or I would build 2 separate armies using them)
Tanks - Armorcast steampunk walker models, like the Quad Deathball (swap the missile "arms" for proper sponson weapons and add a hull mounted weapon somewhere)
I would of course have to boil up some special rules since the "tanks" would be walkers (the tracked versions they have are somewhat lame), but besides that I would be able to proxy everything in a guard list with the models listed. Sorry there's no comedic value to my post... I know I'm a fun-hater.
