Making new stuff for DOW/WA

I tried to created a new hero off of a commisar using DOW tools it created a sub file/unit but I could not edit it.

So how do I not only create new units, vehicles,building but how doI create a new IG army(the 66th Scum Dogs) and how do I create a new race?
Also how can I set one race to build troops, vehciles, buildings and upgrades from a diffrent race, say I wanted the Space Marines to be able to create IG units,buldings and vehicles how would I do it?
