I want to make a new account so I can practice other races before trying them out on my main. I don't want my constant losing due to the learning curve to ruin my win record.

LOL (sorry). You buy a new copy for a separate Steam account. Good riddance smurfs.
That said, IMO it should have separate Elo for each race. I don't like how it is, basically I am forced to stick with my main(s) or lose horribly.
