We have a sticky thread in the main CoH forum titled I think I was cheated or hacked? How do I report violators?. It has instructions for how to report cheaters or hackers to Relic. I know, that's hard to tell from reading the thread title...
I have removed the replay from this thread since we can't do anything about cheaters here.
