How about this:
No holding a plasma charge. When the bar fills up, the shot fires, whether or not you are ready for it. No more running around looking for a target with a giant can of one-shot ready to be unleashed.
^How about catastrophic overload resulting in self kill with no collateral damage (to avoid the kind of douchebaggery already seen with Final Vengeance) if the cannon is overloaded and not immediately released?

It's fire rate should probably be decreased. Maybe making up for it with a lower damage falloff on its shots, but losing to a plasma cannon user who just spams the fire button in my general direction when I can't kill them due to superior durability and trying to dodge their shots (unlikely to work very well at short-to-mid range) is kinda lame.
They could shrink the AoE. The AoE is like 8 prone avatars in diameter

Played against a team where half of them were plasma devastators. Imagine the crazy fun I had.
My vote - reduce overcharge AoE to 150% if the "normal" blast. Right now it's hand held Earthshaker Cannon. Or give it friendly fire.

Plasma cannons were fine the way they were and are fine now. The "nerf" didn't really do anything at all, since there are now more ammo drops to compensate. I hardly see more than one or two plasma cannon users in the game anymore (if even that many), since they are so easy to counter by people who know what they're doing. Freezing them in place while the thing charges would seal the deal. Reducing the AoE without increasing the ammo count would make the VL in all situations the better choice. The weapon would be discarded and all people would have to complain about would be the melta or the formerly scoffed-at vengeance launcher. Nerf those, and the entire game will simply become a bolter/sniper/assault war.
Something they would need is increased damage against armor... in exterminatus. :P
The comparisation of Starcraft 1 and 2 stories is like the starwars prequels compared to the first 3 movies.
I would be happy with a long stun and/or knockback in exterminatus to manage space/chaos marines and nobs.
