How do you change Action points?

use corsix's mod studio and open up your mod
then go to attrib\attrib\ebps\races then choose the unit you want to edit
open that unit
go to GameData\veterancy_ext\experience_value and change that to whatever you want

Oh, haha, I thought that made the unit have a higher rank. So that explains why my pioneers got to rank 3 so quick....

You can change the experience needed for a squad (vehicles are counted as squads) to rank up this way:
use corsix's mod studio and open up your mod.
then go to attrib\attrib\sbps\races then choose the unit you want to edit.
open that unit.
go to GameData\squad\veterancy_ext\veteran_rank_info\veterancy_rank_#\experience_value.
