any indication of where inside it?

The income values are set in a different way, if I remember correctly. Not in any .rgd files anywhere. Cannot remember though. Been gone a long time. But somewhere in a script or something.

There are a number of income modifiers you can use, just look in the modifiers folder.
As for the SCAR method:

The base income is in the EBPS of the HQ buildings (or vehicle, for British). It's a modifier apply action in one of the tables, which gives the base amount. The rest is supplied by the modifiers in the EBPS's for the resource points.
The Base Incomes of factions are given as follows:
Allies, Wehr, PE:
abilities/resource_manpower_player_default (always active)
ebps/races/******/buildings/hq(_*) (active when building is not destroyed)
CW:
abilities/resource_manpower_commonwealth_default (always active)
abilities/resource_commonwealth_set_up_hq (active when HQ truck is set up)
