its hard to tell, is he not moving in at all, or is he moving but only in the range_burst position that is showing? It looks like something is at his feet, did you try to add something to him?

The model (which is the gun on the floor) moves slightly, and the mesh distorts as I rotate the bone in 3ds Max. It's just stuck to the floor in-game.

The gun seems like it isnt attached to the correct bone<or any at all>

Open the gun in max, make sure it has the bones the space marine model uses loaded, and attach the model to the bip01 r weapon bone. set envelopes on the entire mesh to 100%. export it and try it

How do I set the envelope to 100%?

EDIT: I just got it to work. I added the skeleton_root bone as the Bolter has. Thanks for the help!

make sure this weapon and however many objects its using is combined as one object. select the object and add a skin modifier if there isnt one already. go to bones, add, make sure you add both skeleton root and bip01 r weapon. click edit envelopes, checkmark verticies, select bip01 r weapon, select all of the verticies, scroll down to weight properties, set the abs effect to 1.0 (100%). now when you move the bip01 r weapon bone, the entire gun object should move with it. once you achieve this, export the model and check it ingame.
