What does a TGA file do?

Its just an image file type. So in a dow1 map it was the minimap but in DOW2 it's a different file type, a DDS file.
If that's all that worldbuilder is spiting out there is something else wrong, probably your file paths. in your dow 2 program folder look for the file called something like devpipeline.ini and make sure the folder structure in there is correct.

DoW I uses DDS as well for compression (as TGA files take up quite a bit of space by themselves).
