It doesn't, but Sword of Islam is still reduced 75% and easy to pick up for only $2.50. For about $15 you get get just about all there is to get for CKII. Gods & Kings only has a 10% discount by contrast, which isn't quite enough for me to bother with.
I'm waiting mainly for CiV G&K, SoaSE: Rebellion, and Endless Space to get a little cheaper. Sadly, they're newer games, so it's highly unlikely...
Oh, and Skyrim too.

2070 is probably one Of the best city management/ecomic sims out there ATM. I'll write up more when I get home.
Just be warned it does have a limited form of UbiDRM (online is not required but it does add some interesting features.)

Also i recommend anno they seem to be putting more and more updates out for it, well not lately but we see in the future. I just wish the techies was their own full faction.

@FF: If you grew up with the genesis Sonic games (like me), or have enjoyed some of the newer titles, then you are likely to enjoy Generations too since its pretty much a rehash of past stages with a new lick of paint. The 3D stages are a little awkward but the 2.5D stages are as close to classic sonic game play as you're going to get. Is it worth the asking price? Unless you fall into the nostalgia category, I'd be inclined to suggest you hold onto your cash and spend it on something else that may interest you in the sale. I agree its still marked a little high to insta buy.
As for me, I'm trying my hardest not to buy anything since this is an expensive month as it is. Its going well so far, but I'm not holding my breath.
Sweet, Space Marine for £4.99? Sold. I like the look of Anno 2070, but I'm not bothering at that price. It'll come down further in a sale or two.

Well crap, they raised the Anno 2070 Collection's price to 30 from 25. Guess that just made it a pass.
I'm kinda disappointed with the steam summer sale this year. There's no cool steam contest like always during a sale.
I much prefer the concept of flash sales and community choice sales to the achievement-alike things that ran in previous sales. At least I get to benefit from it no matter what, whereas I mostly got coal and worthless coupons in the holiday sale last year (and likewise for previous sales).

FriendlyFire - I like the community choices and I like that Steam isn't making people jump through random game types or do random things on steam to "earn" points for money off. That said I'm not as much a fan of the flash sales, mostly because they create a situation where you've literally got to keep an eye on steam the whole time to know when a new flash sale is starting and when the others end (unlike the dailies which change over at a set time and are easy to work with).
You've described exactly what Valve wants: people to be constantly interacting with and watching Steam
EDIT: Grabbed Sonic Generations, gonna hold off on AssRev (because I didn't even finish AssBro) and Anno (because it's expensive for something I probably won't play that much).

I'm marginally interested in 'RAGE', but that got shot down by the "community" because it contains two asses. who knows if it will come back before the 22nd though.
The rest of the games, either fall into the category "I do not care for this game", or "I already own it".
2070 is still too expensive for my tastes, i care not for wh40k, so everything Relic is out of the question. open world games generally don't tend to hold my attention (except for stalker series because the ai controlling the world isn't a brick) and i have half a dozen sandbox games that i cannot get myself to play (gta:sa, gta4, just cause 2, prototype, redfaction guerrilla, x3 series, saints row 2, etc.)
On top of that i have a lengthy list of games that i would like to finish and/or play more of but do not have time to play, which is ironic as i have a lot of time. want a list? no? you're still getting one.

then we have "indie" games that have taken a fair chunk of time, such as zomboid and gnomoria (desura). Then we have f2p/betas such as blacklight, smite, firefall, etc.
Too many games, too much choice --yes, too much choice can be a bad thing-- and i've come to the point where i look at a game and ask myself: a few questions; "Do i really want this game?"; "Will i actually play it anytime in the future?"; "how much time do i need to invest into this game to properly enjoy it?" (MP vs SP vs COOP).
I've only spent €1.01 since the beginning of the sale, and frankly, i don't intend to spend any more. /Scrooge mode

My only purchase so far. Seemed a no-brainer. 3rding not wanting to buy games you know you'll have little intention of playing/having time for (looking at you Space Marine Pack) despite the good price.
Also, I love demos. 10 minutes of Civ5 convinced me it's just not my cup o tea (reminded me of a turn based Rise of Nations - RoN as an RTS was awesome, as TB, not so much). Generally not a big fan of TB games but Shogun 2 and Endless Space really grabbed me and pulled me in.

I bought Binding of Isaac and its DLC for $2 and so far that's it. Need to set up joy2key though, keyboard controls kind of suck for this game. I'll probably pick up Telltale's The Walking Dead later as well.

Whenever I search for Sonic Generations in Steam, it doesn't appear. I also used the website which says it's unavailable in my region.
I think I'll live without it though.

I just bought the Bioshock Collection, since it has been one of those games I say I will buy but never do. Will also pick up American Nightmare. I loved the original Alan Wake and would recommend anyone tempted to snap it up from the flash sale.

It's really, really, unbelievably shitty how Binding of Isaac has a random chance to instantly kill you whenever you beat the game.
So far I've had Portal 2, Saints Row the Third and Space Marine. Thankfully there's been nothing so far that's otherwise tempted me apart from Anno 2070, which is still too high. Seems I'm a lot better than I used to be at resisting games I'll likely never play even though they're 75% off.
