As jONES rightfully said, motion and action data are stored in the .WHE file(s) - the Object Editor equivalent of which are the .EBP files.

My aplolgies I misunderstood the question. I saw many Dawn of War games available at Walmart for Soulstorm and Dark Crusade very cheap. I misunderstood the question asked.

Edit: Sorry for not being clearer. These are .RML and .RTR files that I'm looking for. Any ideas?

Just curious, why you need these .RML and .RTR files? This files can be saved out during relic's WHE editing in Object Editor. But you should consider these .RML and .RTR files only as temporary/exchange storages.
Motion list & Action list (aka Action Tree) are the subject of OE editing. They are stored inside WHE files (as result output of OE) and in EBP files (as just a source for resulted WHE)

You need a SGM/EBP file with motions and actions (witch you need to create) in order to export them to .RML and .RTR formats.

Yep. I just figured that out. I'm still learning how to use the Object editor. I have Mudflap's tool's too. Great tool. Although, I'm having a hard time getting the Tua commander to open in the OE. Say's that it can't load it. Anyone else run into this one? I want to change up it animations.
That's true. Unfortunately i don't have 3d max. It's pretty expensive. I tried the demo. Quite frankly, I know very little. I do know that you can't stop certain animations from occurring by using the OE. My goal for all of this is to finish what Pali started with the Elysian mod. The assets need new textures and completed animations. I've managed to get some of them to work bt Xrefing the animations of other models that they made but, it's only a temporary fix. I certainly could use some help in this endeavour.
