why cant i use coh game of the year edition offline?

The short answer is you can use it offline. It isn't really documented well, but the whole "create an account " thing is a part of Relic's anti piracy measures by online checking of CDkeys against accounts. What isn't explained well is that it is possible to play without ever going online at all if you don't want to. Your options are to:

1. Create a Relic Online account just to do the CDkey checking thing and then play single player only from there, OR
2. Disconnect from the internet before starting the game, OR
3. Set your firewall to block both relicdownloader.exe and reliccoh.exe from accessing the internet.

If you choose the second or third options you will need to have your game disk in the CD drive for verification to allow you to play.
