HW2.HOD.Reporter.v5 and Spooky's ROTTool in Vista

I managed to get both HW2.HOD.Reporter.v5 and Spooky's ROTTool to run in vista but when I try to open one of the backgrounds in HOD.Reporter.v5 I get this error window message:

HW2 Hod Reporter

Unable to do a 'CreateDevice' (see InitD3D() source for comments)

I get the same error message when I try to open a .rot file in Spooky's ROTTool.Is there a fix for it?

Sounds like a DirectX problem. Run dxdiag.exe and post the results inside code tags here please.

If I could run dxdiag.exe in vista sure fine but I have tried running it for other things from the run apps dialog and nothing.I don't think it is even installed even though I have installed dx9.0c... on my dad's laptop.
