    Some thoughts:
    • Don't use Times New Roman for the body text; try Arial or Verdana instead.
    • Change your link colours; blue is pretty unreadable on a black background.
    • Make your nav bar fit with the rest of the site; white blobs on a black field do not look good.
    • Try making the site fixed-width, as this will make it more readable; the optimal line length is much shorter than you currently have (unless you're viewing it at 640x480). Why do you think newspapers have columns?
    • Having the links at the top actually go somewhere would be good.
    • Why not make some kind of titlebar that will make the title more attractive and readable?

Wait...it took you months and months, and five people, to come up with that?

    That is truly awe-inspiring.

    Hi Sphincter,

I've whacked up a quick page for you. If you like it, I can help you with some designs for your site.

    Just a helpful idea :]

    inspiration from macromedia.com , maybe?
anyway, if i were you, i'd keep all your content and start over
    suggestions
    1) use CSS, it will be your best friend from here on out, trust me
    2) make a template type thing. you'll notice good web sites' sub pages harken back to their home page. i would use some graph paper, mark out 800 px, and make a scale drawing. thats what i did for mine
    3) pick some good colors. i've never seen anyone use dark red on black for main body text. try maybe maroon on a light gray if you want red text or light, light gray to white on black if you want a black bg, imo
    4) pick something better for you pic at the top of the home page. it just doesnt work for me. MAKE SURE ITS NOT PIXELATED WHATSOEVER. this is pretty much the first impression your site will make
    5) it might just be me, but i wouldnt specifically say "welcome" and "homepage" in the title. i might throw a welcome statement in as the first body paragraph, if you absolutely need one, and the homepage could be implied through some graphic, ie a selected button on the navigation

    i hope this helps

Never use black as a background unless you really Really REALLY know what you're doing. Black is one of the hardest colours to put readable text on without making it look silly and unprofessional, especially when trying to use websafe colours.

As polaris408 stated, try using CSS (Style Sheets). It makes your life a lot easier, especially when your site contains a LOT of pages. If you don't know a lot about HTML and can't be bothered with CSS, stick to templates in Dreamweaver and you should be fine too, although some hardcore notepad or pico users will call you a heretic :P

Add some flashy graphics to it. Either make them yourself or do a quick google search and make sure you don't use copyrighted content and be sure to ask the author nicely for permission
Graphics are what makes the site fancy and indeed are the first impression someone gets. Make sure you use graphics that add to the content so don't use pics of cute fuzzy teddies on that site of yours

One last detail I noticed: You're using a table for a navbar. Which is good if you know how to make it look right. Firstly I suggest you use images as navbar buttons instead of the silly links. Put them in the table and make the border=0. That way you have nicely aligned buttons and flashy ones too

Hope this adds to most of the other's suggestions...

well, kinda. i use TSW webcoder (freeware) and topStyle lite (also freeware) but about all they do is color my code for ease of reading.
dreamweaver's allright. most sites i've seen that use it well turn out to be pretty good, but i still think that they are generally too complicated as far as code goes, and maitanance down the road is scary if you dont have dreamweaver.
thats most of my lecture about coding
