Yeah he would... But theres a problem: He won't be able to get an Invul save or any save better than 4+ so he's basically fodder for a power weapon/gun with AP 4 or better.

ooo and then buy the sanctioned psyker a force weapon as well, that is nasty.
Good for boosting your junior officer in a smaller army, but then you only get 25pts of wargear to spend, not a problem though. Carapace armour, power weapon, and refractor field if your feeling saucy.
Power weapon is officers only too, which is annoying in many instances...

or storm trooper segreants or commissars and for the psyker you cna buy a force weapon quite cheap.
give it to an Enginseer...
